2006 EDA activities and highlights
- At several meetings, the EDA reviewed updates on the Shady Oak Road reconstruction planning process. In September, the EDA met with the consultant working on the redevelopment study to provide feedback, and in December the EDA and Hopkins City Council held a joint study session on the redevelopment study.
- The EDA took several actions on the Glen Lake Redevelopment project. In January, the EDA adopted a resolution modifying the Housing and Redevelopment Plan for the Glen Lake project and established a Glenhaven TIF District. Also in January, the EDA reviewed the Glen Lake Redevelopment Proposal and adopted a resolution approving the Contract for Private Redevelopment with Glen Lake Redevelopment, LLC.
- In March, the EDA adopted a resolution authorizing the use of eminent domain in the Glen Lake Redevelopment project. Throughout the remainder of the year, the EDA received regular updates on the Glen Lake Redevelopment project.
- In April, the EDA discussed the Metropolitan Council proposed Affordable Housing Goals for 2011—2020. Commissioners requested a change in the city’s transit rating, which the Metropolitan Council reviewed and changed, subsequently lowering the city’s affordable housing number.
- At the annual Boards and Commissions workshop, the EDA received information about understanding change in the community and focused on the Opus Business Park Redevelopment as an example.
- Minnesota’s Eminent Domain Law changed in 2006 and the EDA was updated on the changes that took place.
- An Opus Area Master Plan was discussed during a joint study session in October. Discussions and work regarding Opus will continue into 2007.
- The EDA approved three funding requests in 2006: $20,000 for the Minnetonka Heights Community Enhancement Program; $7500 for the Crown Ridge Advantage Center and $6000 in rent contributions for the expanded Center; and $230,000 for Homes Within Reach. The EDA will receive updates on these programs during 2007.
- The EDA also received regular updates on Homes Within Reach, programs at Crown Ridge apartments and Minnetonka Heights apartments, Dial-a-Ride service, Metro Transit service, and other projects and programs.
