Mission statement: “To develop, promote and provide recreation opportunities and facilities in anticipation of and in response to the leisure time needs and interests of the Minnetonka and Hopkins community.”

Children swimming at Shady Oak BeachTo that end, the Hopkins-Minnetonka Joint Recreation Services Department offers recreation programming for the approximately 70,000 residents of Hopkins and Minnetonka, providing programs and leagues for about 45 activities at more than 50 sites. The Joint Recreation division also manages outdoor skating rinks at 14 sites and playground programs throughout both Hopkins and Minnetonka.

Recreation Services also manages direct services for each city, including Libbs Lake Beach, playgrounds, skating rinks and the Glen Lake Skate Plaza in Minnetonka; and playground, outdoor ice rink and park attendant programs and services in Hopkins.

Recreation Services also organizes the Minnetonka Summer Festival, schedules city-owned athletic fields, provides a staff liaison to both the Hopkins-Minnetonka Joint Recreation Board and Minnetonka Park Board, and provides adaptive recreation services through REACH for Resources.

The Joint Recreation division’s 2007 operating budget is $1,689,390, with revenues generated from program fees estimated to be $808,897. Of the net cost required to operate the joint recreation program, the city of Minnetonka is responsible for 66 percent and the city of Hopkins pays 33 percent.

Administrative Services

In 2007, administrative services hired 454 seasonal employees to staff programs and services; published three recreation brochures that were mailed to all Minnetonka and Hopkins residents; registered over 54,000 program participants ; developed and maintained program evaluations; planned annual events such as the Minnetonka Summer Festival, Kids’ Fest, and the Fall Family Festival; scheduled city-owned athletic fields; and provided a staff liaison for the Hopkins-Minnetonka Joint Recreation and Minnetonka Park boards. Finally, administrative services handled accounts receivable, accounts payable, and payroll for full-time and seasonal department employees.

Facilities

The Facilities division schedules, supervises and operates city-owned recreational facilities, including the Minnetonka Community Center, Shady Oak Beach, Williston Fitness Center, Lindbergh Center and others.

Ice Arena

The Ice Arena division manages the city of Minnetonka’s two indoor ice facilities, located on the Civic Center campus at 3401 Williston Road. Both facilities are available for rental year-round and are reserved an average of 16 hours per day. Primary users include Minnetonka and Hopkins high schools; Minnetonka and Hopkins youth hockey associations; and the Lake Minnetonka Figure Skating Club. In addition, the city provides community programming through a learn-to-skate program, adult hockey leagues, and reserved hours for public skating and open hockey.

Contractual Services

The Contractual Services division manages all of Recreation Services’ contractual partnerships, including operation of the Arts Center on 7 with the Minnetonka School District; operation of the Lindbergh Center sports complex with the Hopkins School District; operation of the Minnetonka Senior Services; and operation of an adaptive recreation program with Reach Resources, providing programming for residents with special needs. In addition to managing programs and facilities, Contractual Services oversees about 300 staff.
