Mission statement: “To develop, provide and promote programs and facilities in anticipation of and in response to the recreational needs and interests of our community.”
To that end, the Hopkins-Minnetonka Joint Recreation Services Department offers recreation programming throughout the year for approximately 70,000 Hopkins and Minnetonka residents. The Joint Recreation Services delivers programs and leagues for over 100 activities at more than 50 sites, manages 14 outdoor skating rinks and playground programs throughout Hopkins and Minnetonka, and provides adaptive recreation services through REACH for Resources. Participation for programs and services, including special events such as, Minnetonka Summer Festival, Kids’ Fest, and Fall Family Festival totaled 37,143.
Management of direct services provided by joint recreation services for each city, include Shady Oak Beach, Libbs Lake Beach, playgrounds and skating rinks in Minnetonka; and playgrounds, skating rinks and park attendant programs and services in Hopkins.
Joint recreation services also plans the annual Minnetonka Summer Festival and provides a staff liaison to the Minnetonka Park Board.
The joint recreation division’s 2012 operating budget is $1,352,300, with revenues generated from program fees estimated to be $845,000 of the net cost required to operate this joint recreation program. Financially, the city of Minnetonka is liable for 66 percent, and the city of Hopkins is liable for 33 percent.
Divisions
Administrative Services
Administrative Services is responsible for marketing and publishing three Hopkins-Minnetonka recreation brochures annually, monthly Minnetonka Senior Script newsletter, and a quarterly recreation services e-newsletter, Get Active.
Other responsibilities include financial reports, accounting responsibilities, payroll processing for 454 seasonal staff; and maintenance of program evaluations.

Facilities
The Facilities division schedules, supervises and operates city-owned recreational facilities, including the Minnetonka Community Center, Gray’s Bay Marina, Williston Fitness Center, Lindbergh Center and others.

Ice Arena
The Ice Arena division manages the city of Minnetonka’s two indoor ice facilities, located on the Civic Center campus at 3401 Williston Road. Both facilities are available for rental year-round and are reserved an average of 16 hours per day. Primary users include Minnetonka and Hopkins high schools; Minnetonka and Hopkins youth hockey associations; and the Lake Minnetonka Figure Skating Club. In addition, the city provides community programming through a learn-to-skate program, adult hockey leagues, and reserved hours for public skating and open hockey.
