Although on opposite sides of the road, Guilliams and Big Willow parks are closely interrelated with respect to providing athletic facilities for youth and adults. The two facilities are the premier athletic complexes in the city.

Planned in 2007, the process focused on the athletics area. Planning meetings were held in February and March of 2007, and it went before the council for approval in January, 2008.
