Market Value Appeals Process
If after receiving your market value notice you believe your property value or classification is incorrect, you should contact the Minnetonka Assessor’s Office at 952.939.8200. Contacting the Assessor’s Office provides the opportunity for an informal review, allows the property owner to explain their concerns and receive an explanation of how the market value was set. An on-site review of your property may be requested or required so the appraiser can compare the actual characteristics and condition of the property.
If your question or appeal has not been resolved, the next step would be to file a formal appeal to the Local Board of Review, which meets in April of each year. Application and deadline information appears on the market value notice.
Local Board of Review
Minnetonka City Council convenes each year as the Local Board of Review and has local real estate professionals serve as its advisors. The advisors must gain access to the property in order to offer a value recommendation to reduce the value, increase the value, or recommend that the value remain the same.
Hennepin County Board of Equalization
If desired, the market value can then be further appealed to the Hennepin County Board of Equalization.The County Board convenes the last two weeks in June. You must first appear at the Local Board of Review to be eligible to appeal to the County Board of Equalization. The dates and phone number to appeal are listed on your market value notice.
Minnesota Tax Court
The final avenue of appeal would be to petition the Minnesota Tax Court. All appeals for tax court must be filed on or before March 31 of the year the tax becomes payable. Owners of income producing property (apartment, commercial, industrial) must file income and expense information with the Assessor’s office within 60 days after filing the petition. Failure to do so may result in dismissal of the petition.
